West 129th Street Residence

Job Description:  Administrator/Director

Under the supervision of the WSFSSH Director of Congregate Care, assure that appropriate facility, staff, program, and services are available to residents on a 24 hour/day, seven day per week basis, with the goal of enabling residents to live permanently at West 129th Street Residence, (a not for profit adult home) as safely, happily, and independently as possible.  The Administrator routinely relates to several other senior staff members including the WSFSSH  Executive Director, Chief Operating Officer, Chief Financial Officer, Director of Property Management, Director of Clinical and Social Services, Director of Human Resources.

SUPERVISION:

  • Responsible for all personnel decisions in consultation with Director of Congregate Care
  • Supervision of all staff; direct supervision of Personal Care Staff, Housekeepers, Food Service Manager, and Superintendent
  • Develop, facilitate, and/or monitor training of all staff

SERVICES TO RESIDENTS:

  • Responsible for outreach, admission, and discharge of residents
  • Establish effective relationships with residents
  • Meet with residents on an ongoing basis
  • Be available to negotiate and respond to grievances
  • Assure that residents receive adequate and appropriate case management and recreation/activity services
  • Assure that residents receive 24 hour/day supervision
  • Assure that residents are served three nutritious meals and two refreshment breaks each day, monitor special diets
  • Provide crisis intervention as needed
  • Protect resident rights at all times

RESOURCE ALLOCATION:

  • Staffing: Maintain staffing schedule to adequately service residents and meet applicable regulatory requirements.  Toward that end recruit and hire staff.  Maintain weekly staffing schedule to adequately service residents and meet applicable regulatory requirements while staying within budget constraints
  • Equipment and Supplies: Implement and/or supervise ordering, repairs, and maintenance in consultation with Director of Property Management.
  • Financial: Supervise and approve budgets, spending, and financial record keeping  Responsible for submitting budgets, maintaining spending at or below budgeted amounts,  financial record keeping, collecting accounts receivable including resident allowance, cash requests, purchase orders, petty cash
  • Building and Grounds: Assure safe, personalized environment which meets resident and regulatory requirements.  Assure compliance with the fire/safety regulations including routine fire drills and inspection of fire safety equipment

REPORTING/LIAISON/COMPLIANCE:

  • Report to, serve as liaison with, and assure compliance to WSFSSH and  contract agencies requirements including but not limited to: Department of Health, NYC Building Department, NYC Fire Department
    • Assure that all required licenses, operating certificates, etc. are current.
    • Responsible for responses to all regulatory agency inspections.

PLANNING AND DEVELOPMENT:

  • Develop policies and procedures for 129th Street Residence, including matters related to an overall Quality Assurance Plan for the facility.
  • Review and revise policies and procedures as needed
  • Coordinate planning and evaluation
  • Assist in the development of a long range plan to assure the financial stability of the

OTHER

  • Work as a member of a team to establish and maintain high level of care and respect for and communication with residents
  • Work cooperatively with other staff members
  • Share information about resident progress, needs, and problems with other staff in accordance with WSFSSH Confidentiality Policy.
  • Attend training sessions and conferences as required
  • Implement emergency procedures as necessary
  • Submit all required reports in a complete and timely manner
  • Assist with other duties as directed

QUALIFICATIONS EXPECTED:

(The qualifications of the final candidate for this position must be approved in writing by the New York State Department of Health, Division of Adult Services.)

  • At least 21 years of age.
  • Of good moral character as evidenced by 3 recent letters of recommendation
  • Able to perform job responsibilities.
  • Able to work in a multicultural and diverse environment
  • Able to speak, read, and write English (as required by DSS regulation 487.9.13)

Education/Experience:

  • have a bachelors degree from an accredited college or university in the field of social work or health care plus two years of work experience in programs for the elderly or the mentally or physically handicapped;

or

  • have an associate degree from an accredited college or university with major work in human resources or services delivery, and three years of full-time experience in the provision of services to a dependent adult population;

or

  • have a master’s degree in social work or a related field from an accredited college or university, plus one year of experience in a program for the elderly or the mentally or physically handicapped
